482 – Australia Temporary Skill Shortage (TSS) visa
The Temporary Skill Shortage (TSS) visa (subclass 482) is a temporary work visa aimed at employers who are unable to fill positions in their business with locally sourced staff.
The TSS visa is split into four streams which each have their own requirements.
- Short-term
- Medium-term
- Labour agreement
- Subsequent entrant
Short-term
In situations where an employer cannot find a suitably skilled Australian employee, this stream may be used to sponsor foreign workers who posses the right skills to fill the offered position.
What the Short-term stream will let you do
A TSS visa holder under the short-term stream may:
- work for their employer for up 2 years in most cases, but up to 4 years if an International Trade Obligation (ITO) applies
- study in an Australian educational institution (although you will not have access to government assistance)
- travel in-and-out of Australia as many times as needed during the validity of the visa
Short-term stream requirements
To be considered for a short-term Temporary Skill Shortage (TSS) visa, the applicant must
- have an occupation on the short-term skills occupations list
- have at least 2 years of proven work experience in the relevant occupation
- obtain a skills assessment from the relevant assessing body (certain occupations only)
- work exclusively for the sponsoring employer
- meet the English language requirements for the short-term stream
- meet health and character requirements
- have health insurance
- sign the Australian values statement
- have no debts to the Australian government
- not had any previous visas cancelled or refused
Including family
You may include the following family members in your application:
- your partner/spouse
- your and/or your partner’s dependent children
Note: included family members must undergo health and character checks.
Medium-term
The medium-term stream lets skilled workers with a relevant occupation work for an Australian organization if an Australian worker cannot be sourced to fill the role.
What the medium-term stream will let you do
A TSS visa holder under the medium-term stream may:
- work for the nominating employer for up to 4 years
- study in an Australian educational institution (although you will not have access to government assistance)
- travel in-and-out of Australia as many times as needed during the validity of the visa
- apply for permanent residence if eligible
Medium-term stream requirements
To be considered for a medium-term Temporary Skill Shortage (TSS) visa, the applicant must
- have an occupation on the Medium and Long-term Strategic Skills List (MLTSSL) or the Regional Occupation List (ROL)
- have a positive skills assessment for the occupation you are being nominated for (certain occupations only)
- meet the minimum qualification and work experience requirements for the nominated occupation
- be nominated by a Standard Business Sponsor
- meet the English language requirements for the medium-term stream
- meet health and character requirements
- have health insurance
- sign the Australian values statement
- have no debts to the Australian government
- not had any previous visas cancelled or refused
Including family

Labour agreement
Employers with a Labour Agreement may nominate and sponsor foreign workers under the Labour Agreement stream. Holders of this visa may live and work in Australia temporarily.
What the Labour Agreement stream will let you do
A TSS visa holder under the Labour Agreement stream may:
- work for the nominating employer for up to 4 years depending on the terms in the Labour Agreement
- study in an Australian educational institution (although you will not have access to government assistance)
- travel in-and-out of Australia as many times as needed during the validity of the visa
Labour Agreement stream requirements
To be considered for a Labour Agreement Temporary Skill Shortage (TSS) visa, the applicant must
- work for an organization with a Labour Agreement
- comply with the terms in the Labour Agreement
- have a positive skills assessment for the occupation you are being nominated for
- meet the minimum qualification and work experience requirements for the nominated occupation
- be nominated by a business with a Labour Agreement
- meet the English language requirements for the Labour Agreement stream
- meet health and character requirements
- have health insurance
- sign the Australian values statement
- have no debts to the Australian government
- not had any previous visas cancelled or refused
Including family

- your partner/spouse
- your and/or your partner’s dependent children

Subsequent entrant
The Subsequent Entrant stream is for family members of subclass 482 and 457 visa holders.
What the Subsequent entrant stream will let you do
Holders of a Temporary Skill Shortage (TSS) visa under the Subsequent Entrant stream may:
- live and work in Australia
- study in an Australian educational institution
- travel in-and-out of Australia as many times as needed during the validity of the visa
Subsequent Entrant stream requirements
To be considered for a Subsequent Entrant Temporary Skill Shortage (TSS) visa, the applicant must
- be nominated by the primary Temporary Skill Shortage (TSS) visa holder
- meet health and character requirements
- have health insurance
- sign the Australian values statement
- have no debts to the Australian government
- not had any previous visas cancelled or refused
- Short-term
- Medium-term
- Labour agreement
Short-term
Where skills shortages exist, employers may sponsor a suitably qualified and experienced foreign worker to work in their organization in the nominated position.
The offered position must be on the Strategic Short-term Skilled Occupations List (STSOL).
Before you can sponsor a skilled worker, your organization must first become a Standard Business Sponsor. If the application is approved, it is valid for a 5 year period.
The nomination process
Before submitting their application, the applicant must have been nominated by an approved sponsor.
Nominations are valid for 12 months from the date they are approved, or until one of the following events:
- the TSS visa application is approved
- your nomination application is withdrawn
- 3 months after your Standard Business Sponsorship ends unless a new sponsorship application submitted before that date remains unfinalised
- your sponsorship approval is cancelled
When the nominee’s visa application is decided, the sponsorship nomination must be in effect.
The sponsor’s obligations
The nominating employer must:
- ensure the nominee does not work in any other occupation except for the nominated occupation
- maintain appropriate records
- ensure that the visa holder receives equivalent terms and conditions of employment
- provide records or information upon request
- pay all travel costs
- provide training to Australians and permanent residents
- engage in non-discriminatory recruitment practices
- pay for the removal of unlawful non-citizens
- cooperate with inspectors
Medium-term
Businesses who cannot find an Australian worker with the relevant skills and experience may nominate and sponsor a skilled worker under the Medium-term stream if the occupation is listed on the Medium and Long-term Strategic Skills List (MLTSSL).
The nomination process
Before submitting their application, the applicant must have been nominated by an approved sponsor.
Nominations are valid for 12 months from the date they are approved, or until one of the following events:
- the TSS visa application is approved
- your nomination application is withdrawn
- 3 months after your Standard Business Sponsorship ends unless a new sponsorship application submitted before that date remains unfinalised

Labour agreement
Employers with a Labour Agreement may sponsor skilled workers to work and live in Australia temporarily.
The nomination process
You cannot sponsor a worker unless you have a Labour Agreement, or an International Trade Obligation (ITO) applies.
Nominations are valid for 12 months from the date they are approved.
You can be located in Australia or abroad at the time of nomination.
